NEM Generator Performance Standards and Power System Model Data
Generator performance standards (agreed schedule 5.2 standards under S5.2.5.x at the automatic, minimum or negotiated access standard) and the power system model data behind them (NER S5.2.4(b): functional block diagrams, parameters with settings, gains, time constants, delays and deadbands, encrypted models, model source code, releasable user guides, Power System Design and Setting Data Sheets) for a named generating system. The NER treats this as confidential information (cl 3.13.3(k)-(l), 5.3.4 model data, 8.6.1) and AEMO releases model source code only in compiled or encrypted form.

- Medium: the anchors are NER defined terms and clause numbers that dominate the Rules, AEMO guidelines and consultation papers, so enforcement depends on populated parameter values or plant fields. Parameter symbols (Kp, Ti and similar) are generic control-engineering notation, which is why they only count near a performance-standard anchor. PSS/E and PSCAD file extensions are the researcher's knowledge, not verified against AEMO documents, and are weak evidence at 85 only. 85/75 are heuristic evidence tiers, not measured accuracy; test values are synthetic.

Known false positives
- The National Electricity Rules, AEMC rule determinations and AEMO Power System Model Guidelines. Mitigation: No populated parameter or plant values; determination, consultation and rule change wording is excluded.
- Blank Power System Design and Setting Data Sheets. Mitigation: Placeholders (blank lines, brackets, n/a, tbc) are rejected and template framing is excluded.
- Control engineering textbooks and training material that set gains and time constants. Mitigation: Needs a performance-standard anchor within 300 characters; worked-example and training framing is excluded.
- Public generator registration information (DUIDs and capacities are published by AEMO). Mitigation: A public registration row alone reaches at most 75 when next to a performance-standard anchor; 85 also needs controller parameters and model-release evidence.
