Energy Retailer or Distributor Life Support Register Record
Life support equipment registration records kept by Australian energy retailers and distributors under Part 7 of the National Energy Retail Rules (rules 123A-126A): completed medical confirmation forms, register entries and deregistration records that tie a premises (NMI, MIRN or supply address) to a customer and to life support equipment from the rule 3 list (oxygen concentrator, intermittent peritoneal dialysis machine, kidney dialysis machine, chronic positive airways pressure respirator, Crigler-Najjar syndrome phototherapy equipment, ventilator for life support, or other certified equipment). Applies in Queensland (Energex, Ergon Energy and retailers) since 1 July 2015.

- Medium: the primary phrases come straight from NERR Part 7 and retailer forms, but the same phrases fill the rules, blank forms, distributor eligibility pages and fact sheets, so enforce tiers need populated record fields. The NMI value is shape-checked only (no checksum validator), and provider-number format is unverified, so values are loose and placeholder-guarded. 85/75 are heuristic evidence tiers, not measured accuracy; test values are synthetic records laid out like the published form headings.

Known false positives
- The National Energy Retail Rules, AEMC rule-change papers and AER material quote the equipment list and "medical confirmation form". Mitigation: Enforce tiers need populated premises or medical fields, and a rules/guidance exclusion group suppresses text naming the Rules, AEMC, fact sheets or the 2026 rule change.
- Blank retailer medical confirmation forms and distributor eligibility pages. Mitigation: Blank lines, square-bracket and angle-bracket placeholders and n/a/tbc values are rejected; provider numbers must contain a digit so the blank form's "Provider number" heading followed by printed instructions does not count.
- Customer bills that print the NMI and supply address next to a generic life support hotline notice. Mitigation: A bill with an NMI and a life support notice can reach 75; the 85 tier also needs a medical-confirmation field and a customer field. Deploy at 85 where billing archives are in scope.
