Queensland Electoral Roll Extract or Copy
Extracts and copies of the Queensland electoral roll or a council voters roll: the certified copies and electronic roll data that the Electoral Commission of Queensland (ECQ) must give candidates, registered political parties, members of the Legislative Assembly and local governments (Electoral Act 1992 s 61; Local Government Electoral Act 2011 s 21), and AEC Electoral Roll Access (ERA) data files. The roll holds each elector's surname, given names, address, sex, occupation, date of birth, identifying number and enrolment date (s 58(3); Electoral Regulation 2024 s 3). Only name and address are in the publicly available part (sch 1; Regulation s 5), so a copy that carries date of birth, sex, occupation, enrolment date or an elector ID is restricted information whose misuse is an offence (s 177; Commonwealth Electoral Act 1918 s 91B). Enrolment figures, public inspection guidance, party and candidate registers and fact sheets are decoys.

- Medium: roll wording is common in guidance, statistics and news, so enforce tiers need at least two delimited name-and-street-address rows. The 85 tier's non-public column (date of birth, sex, occupation, enrolment date, elector ID) follows s 58(3) and Regulation 2024 s 5, but ECQ and AEC extract column headers are not published (the ERA column list is an image), so the row shapes are generic and a customer CRM or membership export with DOB columns next to a roll phrase could reach 85. 85/75 are heuristic evidence tiers, not measured accuracy; test values are synthetic.

Known false positives
- Published enrolment figures, public roll inspection guidance, ECQ and LG fact sheets, party and candidate registers and legislation text quoting ss 58, 61 and 177. Mitigation: None of these carry delimited name-and-street-address rows, so they stay at 65. A guidance exclusion (fact sheet, FAQ, legislation site, how to enrol, check your enrolment, you can inspect) suppresses enforce tiers.
- The publicly available roll (name and address only) copied into a document, for example an inspection printout or a candidate's canvassing list. Mitigation: Reaches 75 by design. It is still roll data supplied for restricted purposes; deploy at 85 if only extracts with non-public fields should be blocked.
- Customer, membership or mailing-list exports with surname, given names, address and DOB columns that also mention an electoral district or the electoral roll (for example an electorate office constituent list). Mitigation: Such lists can reach 85 when an electoral context term is present. Electorate office constituent lists are often roll-derived and in scope; review before enforcing in MP offices.
- Overlap with au-qld-elector-participation-data (s 133A voted / how / where data) and au-qld-silent-elector-record. Mitigation: A s 133A dataset that also says "roll" can fire here at 75 as well; both carry SENSITIVE Electoral Roll, so the co-fire does not change the label. Silent elector rows escalate to PROTECTED through the silent elector classifier.
