Queensland Public Library Member and Borrowing Record
Public library member (borrower, patron) records held by Queensland councils, which may run library facilities as a local government function under the Libraries Act 1988 s 54: membership applications and registrations, member profiles and exports from the library management system, junior member records with parent or guardian consent, borrowing and loan histories, holds and reservations, and overdue notices. The Libraries Act has no member-privacy provision; confidentiality rests on the Information Privacy Act 2009 and council policy. Reading history can reveal political, religious, health and sexuality interests, and junior member records hold children's data. Library policies, conditions of membership, catalogue records and news are decoys.

- Medium: library member, borrower and loan-history wording is distinctive for library systems, but the same phrases appear in library policies, help pages and membership conditions, and library card number formats are vendor-specific (commonly 14-digit Codabar barcodes, unverified), so enforce tiers need populated member plus contact or loan fields. 85/75 are heuristic evidence tiers, not measured accuracy; test values are synthetic.

Known false positives
- Library policies, help pages and conditions of membership name members, cards, loans and overdue items. Mitigation: Enforce tiers need populated member, contact or loan fields; a policy exclusion suppresses conditions of membership and policy wording.
- Catalogue records and search results with titles and due dates. Mitigation: A catalogue exclusion (call number, place a hold, copies available, catalogue record) suppresses them; catalogue pages also rarely carry a member primary.
- Overdue reminder emails that include only item titles. Mitigation: These reach 75 with a title or barcode. They are personal information about a borrower's reading and are in scope; deploy at 85 if volume is a concern.
