Queensland Regulated Dog Declaration or Dog Attack Record
Queensland council animal management enforcement records under the Animal Management (Cats and Dogs) Act 2008. Covers proposed declaration notices (s 90: breed, colour, sex, distinguishing marks, reasons, written representations within at least 14 days), regulated dog declarations (s 89 and s 94: declared dangerous or declared menacing dog), information notices (s 95), destruction orders (s 127A) and dog attack investigation or complaint records (attack offences ss 194-195). These records name the owner, the dog, the address and, for attacks, the victim and their injuries. The state regulated dog register may be inspected only by officers, owners and similar persons (s 173). The council dog registry is open to inspection, but owner information is excluded (s 179(2)), so a registry extract without owner details is not matched at enforce tiers. Restricted dog provisions survive only as transitional permits after the 2024 amendments (Act No. 17 of 2024), which introduced prohibited dogs (s 127).

- Medium. The primary phrases are the Act's own terms (ss 89-95, 127, 127A), but they also appear in the Act, council fact sheets, QCAT decisions and news. Enforce tiers therefore need a populated owner or victim / incident field. PPID microchip numbers are matched only as a labelled loose value (9-15 characters after a microchip / PPID label). The ISO 11784 15-digit structure was not verified from a primary source for this build and is not relied on. Registration and tag numbers are council-defined. 85/75 are heuristic evidence tiers, not measured accuracy. Test values are synthetic.

Known false positives
- The Act, council fact sheets, QCAT decisions and news use the declaration and attack vocabulary. Mitigation: Enforce tiers need a populated owner or victim / incident field on the same line as its label, and a guidance exclusion suppresses fact sheets and FAQ pages.
- Public council dog registry extracts (s 179) list regulated dogs with breed, colour and sex but not the owner. Mitigation: Dog-description fields never reach 75 on their own, owner fields reject withheld / not / excluded values, and "open to inspection" is excluded.
- Routine dog registration records name the owner and dog without any declaration or attack. Mitigation: They lack this classifier's primary phrases. They are covered by au-qld-animal-registration-record at lower risk.
