Australian IPND Customer Record (Integrated Public Number Database)
Integrated Public Number Database (IPND) data exchanged between carriage service providers, Data Providers, Data Users and the IPND Manager (Telstra): fixed-width upload and download files (HDR header record with an IPND file type, 905-character customer records, TRL trailer record), IPND file names (IPNDUP upload, IPNDES/LA/DI/LD/RS/EW download) and IPND extracts or reject reports listing public numbers with their List Code. List Code UL (Unlisted Number) and SA (Suppressed Address) records are protected by Telecommunications Act 1997 Part 13 (s 276 disclosure offence; s 285 permitted IPND uses exclude unlisted numbers). "Silent number" is an informal synonym for an unlisted number, not IPND terminology, and is used only as weak corroboration.

- Confidence justification
- Medium. The fixed-width customer record regex is tied to verified field positions (Telstra Data Users and Data Providers Technical Requirements for IPND, section 6) and is very specific. The labelled "List Code:" / "Public Number:" path is looser and can appear in CSP internal tooling or correspondence. The IPND specification and user guidelines contain the same header, file-type and list-code vocabulary, so they are explicitly excluded. 85/75 are heuristic evidence tiers, not measured accuracy; test records are synthetic, use ACMA-reserved fictional number ranges (07 5550 xxxx, 02 5550 xxxx, 0491 570 156) and were generated at the published field offsets.

Known false positives
- The Telstra IPND technical requirements, IPND User Guidelines for Data Files and IPND file-format documentation, which contain HDR/TRL layouts, IPND file types and list code values. Mitigation: Every tier ANDs NOT a specification exclusion ("Technical Requirements for IPND", "Field Name Format From To Mandatory", "IPND User Guidelines"); the fixed-width record regex needs real field offsets that tables do not reproduce.
- ACMA guidance, CSP policy pages and news about unlisted numbers and the IPND. Mitigation: No populated record structure, so these stay at 65 discovery.
- CSP internal tooling or correspondence that mentions IPND and a "Public Number:" field for a single, non-sensitive listed service. Mitigation: Reaches 75 only; 85 needs two distinct record hits plus an IPND file artefact or Part 13 evidence. Tune by raising the enforce threshold to 85 where this is noisy.
