Workforce Diversity or EEO Row-Level Extract
Row-level workforce diversity and equal employment opportunity (EEO) extracts: HRIS or payroll exports prepared for Workplace Gender Equality Agency (WGEA) reporting, Queensland public sector MOHRI workforce data and the workforce diversity census, equity and diversity audits under the Public Sector Act 2022 (Qld) ss 27-29, and internal diversity dashboards' source data. Each row ties an employee identifier to diversity attributes such as Aboriginal and / or Torres Strait Islander status, disability, culturally and linguistically diverse (CALD) or non-English speaking background, language spoken at home, country of birth, gender and, where collected, sexuality. Aggregate reports, published workforce statistics and survey questionnaires are out of scope.

- Confidence justification
- Medium: a delimited header row that joins an employee identifier to two or more diversity columns, followed by rows of ID-plus-attribute values, is distinctive of a row-level extract, and aggregate reports, questionnaires and policies do not carry it. Row values such as Y / N and F / M are generic, so a header-gated HR extract with unrelated yes / no columns can reach 75, and extracts with unusual column names or space-aligned layouts are missed. 85/75 are heuristic evidence tiers, not measured accuracy; test values are synthetic extracts laid out like WGEA and MOHRI source files.

Known false positives
- Aggregate WGEA reports, annual report workforce tables and published diversity statistics. Mitigation: No employee identifier column or ID-bearing rows, so the primary header row never matches.
- Diversity census questionnaires and survey question sets. Mitigation: Questions are not delimited header rows with an employee ID column; they never reach the primary.
- Data dictionaries, extract specifications and empty exports that carry the header row. Mitigation: Header alone is discovery only (65); data dictionary, valid values and field definition wording is excluded from enforce tiers.
- HR extracts with an employee ID and diversity columns plus unrelated Y / N or F / M columns. Mitigation: Still gated on the diversity header; accept, or tune the row value list locally.
