HKSAR Passport Number

Detects Hong Kong Special Administrative Region (HKSAR) passport numbers issued by the Immigration Department under the HKSAR Passports Ordinance (Cap. 539). HKSAR passport numbers are nine characters: the current series is the letter H followed by 8 digits; earlier biometric series used K followed by 8 digits, and KJ (48-page jumbo booklets) followed by 7 digits.

Confidence justification
Medium confidence: the nine-character letter-prefixed structure (H/K + 8 digits, KJ + 7 digits) is distinctive, but a single letter followed by 8 digits also occurs in invoice, serial and booking references, so corroborating passport keywords are required on every tier. No tier fires on the bare value alone (D1 identifier convention).
