NEM Generator Performance Standards and Power System Model Data

Generator performance standards (agreed schedule 5.2 standards under S5.2.5.x at the automatic, minimum or negotiated access standard) and the power system model data behind them (NER S5.2.4(b): functional block diagrams, parameters with settings, gains, time constants, delays and deadbands, encrypted models, model source code, releasable user guides, Power System Design and Setting Data Sheets) for a named generating system. The NER treats this as confidential information (cl 3.13.3(k)-(l), 5.3.4 model data, 8.6.1) and AEMO releases model source code only in compiled or encrypted form.

Draft Climate Statements and Sustainability Report (Pre-Release)

Draft mandatory climate-related financial disclosures before release: annual sustainability reports and climate statements under Corporations Act 2001 Part 2M.3 (s 292A who must prepare, s 296A contents, s 296B no material climate risk statement, s 296C compliance with sustainability standards, s 296D climate statement disclosures including the s 296D(2B) two-scenario analysis, s 301A audit) and AASB S2 Climate-related Disclosures (governance, strategy, risk management, metrics and targets: Scope 1 / 2 / 3 emissions, transition plan, climate-related scenario analysis, climate resilience, physical and transition risks, internal carbon price), when the document carries a pre-release marker (DRAFT, not for release, embargoed, subject to Board approval, board paper) and populated metrics or scenario results. Published sustainability reports, AASB S2 and ASIC guidance are public and do not reach enforce tiers.

Australian Wholesale Electricity Hedge Book / Contract Position Report

Portfolio-level wholesale electricity hedge book and contract position reports held by a NEM generator, retailer or gentailer: contracted volumes aggregated by NEM region (QLD1, NSW1, VIC1, SA1, TAS1), product (swap, cap, floor, PPA, futures) and period, in MW or MWh, with strikes in $/MWh, counterparties, mark-to-market and the open or net position against forecast generation or load. Complements au-electricity-derivative-confirmation (single executed trade confirmations) and au-forward-curve-artefact (price curves); this classifier covers the aggregated position report.

Australian Gas Supply or Transportation Agreement (Executed / Populated)

Executed or negotiated gas supply, gas sale and purchase, gas transportation and gas storage agreements between named parties, carrying the commercial terms that the Competition and Consumer (Gas Market Code) Regulations 2023 s 25(2) requires a covered supplier's agreement to specify - quantity and annual quantity, flexibility and load factor, supply period, delivery points, price or price structure including take-or-pay conditions - together with the industry terms that express them (Annual Contract Quantity / ACQ, Maximum Daily Quantity / MDQ, take-or-pay, swing). Published Gas Market Code text, model or template agreements, ACCC gas inquiry reports and law-firm commentary are decoys.

HV Switching Sheet or Access / Test Permit

Completed high-voltage switching sheets (switching programs) and Access / Test Permits for electrical apparatus, in the form used by Queensland electricity entities under the Queensland Electricity Entity Standard for Safe Access to High Voltage Electrical Apparatus (SAHVEA, Nov 2023). SAHVEA cl 7.3 requires a switching sheet to carry a unique reference number, the apparatus, step-by-step switching to isolate, prove de-energised and earth, the completion time of each step, isolation points and DNOBs, Operator Earth locations, and the issue, surrender and cancellation of permits. SAHVEA cl 9.2 requires an Access / Test Permit to carry the associated Switching Sheet number, Work Area, issue and surrender times, the Switching Co-ordinator, Nearby Exposed Live HV/LV and an Abnormalities Section. Populated sheets expose isolation points, equipment identifiers, network configuration and work schedules. SAHVEA itself, ENA DOC 003, blank forms and training material are decoys. "Sanction for test" and "vicinity authority" are not SAHVEA terms and are not used as anchors.

NEM Generating Unit Outage / Maintenance Plan (Internal)

Internal generating-unit outage and maintenance plans held by a NEM generator before (or in more detail than) the public PASA submission: planned outage schedules and overhaul programmes listing the unit or DUID, outage start and finish dates, MW deratings, unit states, work scope and return-to-service (RTS) dates or unit recall times. The unit-level PASA availability and unit-state codes AEMO publishes under NER cl 3.7.2(f)(5) (NEMweb MTPASA_DUIDAvailability / STPASA_DUIDAvailability) are public and treated as decoys; the plan detail behind them (scope, work orders, exact dates, reason narrative, drafts not yet submitted) is not published.

NEM Rebid Log Book Entry or Late-Rebid Contemporaneous Record

Internal NEM trading-desk rebid records: trading log / log book entries and the late-rebid contemporaneous record that a Generator must make under NER cl 3.8.22(ca). These entries carry the material conditions behind a rebid, the event, aware and decision times (AER Rebidding and Technical Parameters Guideline s 3.4 fields eventTime, awareTime, decisionTime), the P/A/F/E rebid category and the fuller narrative behind a published "SL" / "see log" rebid reason. Distinct from au-nem-bid-file, which detects AEMO MMS bid tables, Dispatch Bidding API JSON keys and bid filenames; this classifier covers the trader's reasoning record, which is never published.

NEM System Restart Plan or Local Black System Procedure

Completed system restart material for a named National Electricity Market generating system or network: local black system procedures (LBSPs) that generators, integrated resource providers and network service providers must prepare and submit to AEMO for approval under NER cl 4.8.12(d)-(g), and extracts of the AEMO system restart plan, which NER cl 4.8.12(b) makes confidential information. Such a record holds plant and unit data, units that can restart without external supply, dead-bus synchronisation and trip-to-house-load (TTHL) capability, minimum load and transformer energisation limits, step-by-step restart switching, and approver and contact blocks. The blank AEMO Generator LBSP template, the SRAS Guideline, the System Restart Standard and news about restart tests contain the same headings without values, so they stay at 65 discovery.

NGER Emissions and Energy Report Working Papers (Pre-Lodgement) and Safeguard Working Papers

Working and draft National Greenhouse and Energy Reporting (NGER) material before it is lodged with, or published by, the Clean Energy Regulator: section 19 reports being prepared in EERS (the Emissions and Energy Reporting System), facility details under NGER Regulations reg 4.04A (facility name, address, facility identification number, industry sector), facility-level Scope 1 and Scope 2 emissions in t CO2-e, energy production and consumption in GJ / MWh, fuel activity data, method selections, NGER Act s 23 audit information (audit team leader, assurance findings), and Safeguard Mechanism working papers (responsible emitter, covered emissions, baseline emissions number, net position number, SMC / ACCU surrender planning, declared multi-year periods). The CER's own published data (corporate and electricity sector CSVs released by 28 February, the Safeguard baselines and emissions table released by 15 April) is public and is excluded from enforce tiers.

IEC 61850 SCL Substation Configuration File

IEC 61850 System Configuration Language (SCL) files for a configured substation or IED: SCD, ICD, CID, SSD and IID exports from substation configurator tools. Detects the SCL XML namespace and the populated Communication section (ConnectedAP with IP addressing, GOOSE and Sampled Values multicast MAC addresses in the 01-0C-CD range, APPIDs) plus IED, logical device and control-block structure. A populated SCD/CID gives the station bus network plan, IED names and GOOSE trip-signal addressing for a live substation.

PLC Program / Project Export File

Machine-format PLC program and project exports: Rockwell Studio 5000 / RSLogix 5000 L5X (RSLogix5000Content XML) and L5K (IE_VER text) files, Siemens TIA Portal Openness block XML (Document / Engineering version / SW.Blocks), and Schneider Control Expert / Unity Pro XEF exchange files (FEFExchangeFile). A populated export carries the controller model, network addresses, I/O modules, tags and control logic of a production control system.

SCADA Point List / Register Map

SCADA and telemetry point lists and register maps for a live system: Modbus register maps (rows pairing an address with a holding register, input register, coil or discrete input type, plus function codes), DNP3 Device Profile XML data-point lists (binaryInputPoints / analogInputPoints with populated index and name), and OPC UA NodeId lists (ns=n;i= / s= / g= / b= identifiers). Enforcement requires repetition of the row or point structure so tutorials and specifications that show one or two examples do not fire.

SF6 Switchgear and PCB Equipment Inventory or Leak / Test Record

Operational inventories and records for two regulated insulating substances in electrical plant: sulphur hexafluoride (SF6) in gas-insulated switchgear and circuit breakers (stock held in equipment, top-up, leakage and recovery quantities in kg, as reported under Australian NGER Regulations reg 4.16 and Measurement Determination Part 4.5), and polychlorinated biphenyls (PCBs) in transformers and capacitors (oil test results in mg/kg classed as scheduled PCB material at or above 50 mg/kg, non-scheduled, or PCB-free at or below 2 mg/kg under the ANZECC PCB Management Plan; notifiable quantities above 10 kg). Records carry asset or serial numbers, substation / site locations and measured quantities. The PCB Management Plan, IChEMS advice, NGER Determination text and vendor guidance are decoys.

Safety Instrumented System Cause and Effect Matrix / HAZOP Worksheet

Plant-specific process safety engineering records: HAZOP (hazard and operability) study worksheets with node / guide word / deviation / causes / consequences / safeguards / recommendations columns, and safety instrumented system (SIS) cause and effect matrices and safety requirements with trip tags, voting (1oo2, 2oo3) and SIL ratings. Populated worksheets and matrices tie instrument tags and trip logic to a real facility, which is why enforcement needs populated tags and structure, not the methodology vocabulary that appears in standards, training and textbooks.
